Cross Connection Control CCC-Quick Info

The purpose of this letter is to notify people about our Cross-Connection Control (CCC, commonly known as a backflow device) policy implemented by Camano Water Association (CWA).

Running our system is a team effort. We have a great staff committed to the daily operations, but it is our members with backflow devices that really help keep our system clean and clear for all. This program was something the DOH highly encouraged Group A water systems, which we are one, to implement to protect water systems that serve many customers. CWA agreed to start the program. With the DOH, once you start a program, you are to finish it. 

Effective April 1st, 2015, CWA is in the process of installing double-check/backflow prevention devices to the water meters this will include all sales of existing homes, installing a new meter for a new house, high risk (homes with irrigation systems, hot tubs, etc.).

The purpose of the CCC program is to protect the public water system as defined in the Washington administrative code (WAC 246-290-490) from contamination via backflow. Obviously, this is a very short explanation, but the WAC is very in-depth.

The amount CWA has determined for this is $1200.00 and it will be charged to the buyer since they will receive benefit from the CCC. The seller has not received the benefit from it yet. When this program started, the cost was $600! As cost of materials and labor have increased, unfortunately so has our fee. Once the initial fee is collected, CWA takes over all financial responsibility (unless obvious tampering or damage is done by the homeowner). CWA pays for annual testing, which is a requirement from the DOH, and we replace any part(s) if they fail.
